India can save 13 billion annually

One of the easiest way to save over 13 billion dollars a year for the Indian government, is to enhance the higher studies education system in India.
Every year nearly half a million Indians fly out of their country to US and Europe for pursuing higher studies. While there is lack of quality higher education system in India, there are also no job / business opportunities after you complete your Masters degree or Phd.
And given the current global economic turmoil, the Indian government could jolly well work on enhancing the Masters degree education system on a war footing. Thirteen billion US dollars per year is indeed a massive amount.
